Title IV-E of the Social Security Act is a federal entitlement program created to subsidize the cost of licensed foster homes and group care facilities for eligible youth. Title IV-E can reimburse maintenance costs as well as associated administrative and training costs. The Oregon Youth Authority ("OYA") has issued this RFP to contract with an expert for Title IV-E Consultant services for Oregon's juvenile justice system. The Consultant will need to conduct a feasibility analysis, and, if Title IV-E will provide a significant benefit to Oregon's juvenile justice system, the Consultant will need to incorporate the findings and implementation plan into preliminary policy options packages for use by any impacted State Agencies or judicial department as part of their budgetary proposals to the Executive Branch and Legislature. This could include OYA, Oregon Department of Human Services (DHS), and the Oregon Judicial Department. The policy option packages would include any necessary funding required by the counties to begin the Title IV-E claiming program. The selected Consultant will also need to provide implementation and evaluation services if the state and counties receive the funding to proceed with implementation and OYA authorizes the Consultant to provide the additional services. The initial Work Order (Work Order #1) with the Consultant will be for a fixed price based on achieving the specified milestones. OYA anticipates subsequent phases of the project will be based on a fixed-cost deliverable-based Work Order basis. No additional specifications were given.
