The scope of work includes, but is not limited to, the following tasks: 1. Initial Inspections- Conduct comprehensive initial inspections of rental units to ensure compliance with HQS/NSPIRE before a Housing Assistance Payment (HAP) contract and/or scatter site subsidy payment can be executed. This can include Housing Authority owned properties, market rental units, and new developments. • Confirm that the unit meets HUD’s basic safety and health requirements. • Document and report all deficiencies and required repairs to both the property owner and program representative. • Provide detailed inspection reports, including photos, to support findings. 2. Annual Inspections- Perform annual re-inspections to confirm that properties continue to meet HQS/NSPIRE requirements during the lease term. • Verify that any previously identified deficiencies have been corrected. • Ensure that all safety and habitability criteria are maintained according to HUD regulations. 3. Special or Complaint Inspections- Conduct special or complaint inspections as requested by Clackamas County. • Respond to tenant or landlord concerns regarding the condition of the property. • Document findings and issue corrective action reports, as necessary. 4. Follow-Up/Compliance Inspections- Complete follow-up inspections to ensure that all required repairs or corrections identified in previous inspections are completed within HUD's specified timeframe. • Verify that deficiencies have been addressed. • Provide confirmation of compliance to Clackamas County. 5. Rent Reasonableness- Review and approve rent reasonableness prepared by HACC. If not agreeing with determination of rent reasonableness, notify the Leasing Supervisor immediately before inspecting unit. Not required for Clackamas County Social Services inspections...
