There are three primary objectives to be achieved under this contract, invasive species treatment, spring release treatment, and recreation facility maintenance. Areas identified as “invasive species” will receive spot spray in areas infested with scotch broom. Areas identified as “spring release” will receive treatment in the entire unit for all competing vegetation to release conifer seedlings. Two recreation areas will be treated for plant material that encroaches on improved recreation areas. Vegetation will be treated in improved campground and recreation sites indicated on maps provided by the Agency. The successful Bidder will provide the chemical, equipment, transportation, labor, supervision, materials, tools, Key Persons, and qualified personnel for the Work described in the sample Contract Exhibit A – Statement of Work. These actions will facilitate the treatment of invasive species on reforested sites, release suppressed seedlings from competing vegetation and treat weed species at Santiam Horse Camp and Shellburg Recreation Area to maintain facilities for the summer recreation season Due to the nature of handling, transporting and applying pesticides, the highest standards in the industry is required. The successful Bidder will take care not to carelessly spill or waste chemical while transporting, mixing or applying pesticides on state lands. All equipment must be in good working order, and members of the crew must be trained in the safe handling of pesticides. A lead worker who speaks English and the prevalent language of the crew is to be present during Work operations and support the efforts of the Agency and awarded Contractor. The successful Bidder will be responsive to communication from Agency and understands that herbicide treatments on forested landscapes are time sensitive, meaning that work must proceed with urgency. Due to the presence of the public in recreational facilities, treatments for Santiam Horse camp and Shellburg Recreation Area are intended to be completed by the May 15th before the opening to the public. The remaining Contract Work shall be completed during the dry season in western Oregon, at a time that is reasonable for Agency and the successful Bidder, not to exceed October 31st, 2025.
