Specifications include, but are not limited to: The Freight Planning Unit within the Oregon Department of Transportation (ODOT) Transportation Development Division needs to develop performance measures to gauge the use of Oregon's Freight System in meeting freight movement needs throughout the State. The objective of this Project is to identify freight system performance measurements and to develop a performance measurement implementation plan. This work is important in order to allow ODOT to select data sources, models and analytical tools to accurately evaluate the physical and operational performance of the freight system statewide. The purpose of gathering this information is to assist ODOT in designing policy, making decisions between policy alternatives, and identifying freight system improvement priorities.
