Specifications include, but are not limited to:Currently the R&E program anticipates a consistent but limited budget per biennium (July 1 odd year through June 30 odd year) available for publicity. Therefore, proposals with core elements near, or exceeding, $50,000 per biennium will not likely be implementable and therefor are likely to be dismissed from further consideration. Proposals need to break the project into specific deliverables with a cost for each outlined, submission of multiple, different, proposals is acceptable. This will allow proposals and individual elements to be evaluated within the budget and agency need. Additional funding, through grants could be made available in the future for special projects, targeted efforts, or specific elements. These additional elements should be outlined as individual elements with estimated costs. Additional elements will be kept as placeholders until they can be funded and formally added to the contract. ODFW is soliciting for a contractor to help us to update and re-launch the content in the current Fishworks newsletter into a more contemporary platform that will reach the broadest audience possible. The new Fishworks will tellthe story of how ODFW is making fishing better with an emphasis on projects that have a connection to the STEP and R&E programs. While the basic content of the current Fishworks newsletter will be the same for any new approach, we are looking for new and improved ways to disseminate and present the information. We may consider ideas to update the logos, improve outreach efforts, or other ideas related to this RFP as additional elements. ODFW has an Information and Education Division (I&E) that is responsible for day to day outreach and publicity for ODFW and its various programs. These efforts include angler and outdoor education, promotion of fishing and hunting related opportunities, and media (web, traditional, and social). This RFP will augment the work done by I&E and improve publicity for the R&E and STEP programs. This RFP is not intended for agency efforts beyond STEP and R&E. The selected contractor will be responsible to coordinate with both the R&E Coordinator and I&E for content and materials development. All materials will need to comply with the policies and practices as established by I&E. This includes website design and format, and social media content and practices. While telling the story of how STEP/R&E are improving fisheries is the goal of this effort, a primary objective will be to develop a library of stories to be used to build a compelling case, and support, for the renewal of the R&E program in 2019. Increasing the number of volunteers involved in STEP projects is a secondary objective. Since both STEP and R&E are part of much larger efforts, story ideas and content should be obtained from multiple sources including STEP/R&E staff and boards, agency staff, local newsletters (STEP groups and fishing clubs), and other partners. Input from, and support for, these groups will be essential in developing a plan, developing relevant content and materials, and improving outreach (including their local social media efforts). Preference will be given to contractors that: (A) are based in Oregon, (B) have five or more years of experience serving local and state government agencies, and (C) are familiar with wildlife, fishing, conservation, outdoor recreation, and/or travel issues. Subcontracting is acceptable, so long as the plan is identified in the proposal for a specific deliverable or service (such as video production). In response to this solicitation, contractors must provide an overview of the methods, products, services, and deliverables they would recommend and provide to tell our story within the allotted budget. Proposals that provide the greatest benefit for the lowest cost will be preferred.
