The City of Eugene is requesting proposals from firms headed by professionals licensed in the State of Oregon with experience providing financial advisor services to airports. Proposers must have knowledge and experience of financing sources available to airports, including, but not limited to, bonds, grants, loans, PFC and CFC funding, and non-traditional funding sources. The successful proposer will also be able to provide analytic services such as bonding capacity, cash flow, and debt services calculations. Proposers may be expected to provide a variety of financial advisory services including, but not limited to: • Analysis of current rates and charges structure • Calculation of bonding capacity • Establishment of funding and implementation options for the feasible development of the Airport Terminal Area Plan • Creation of a financial plan and timeline for completion of Airport Terminal Area Plan based on a preferred funding and development option • Assistance in writing Request for Proposal for bond underwriting services, if necessary. • Assistance with efforts in concluding use and lease agreement negotiations with air carriers. • Providing, as needed, cash flow analyses and debt service calculations. • Assistance in the development of a strategic plan for attracting aviation and non-aviation related businesses and private developers to occupy airport facilities, including identifying potential airport customers and developers. • Assistance and advice, as needed, on matters related to compliance with FAA Rates and Charges Policy, AIP Grant Assurances, and PFC policies • Assistance in reviewing airport concession, parking, building and land lease policies. • Knowledge and experience on Federal DBE and Buy America requirements
