Specifications include, but are not limited to: PROPOSED SCOPE OF WORK/SCHEDULE Metro is seeking proposals from qualified firms to perform the following services: The successful Proposer shall develop a high level list of key functional requirements by system module and/or business function (e.g. general ledger, purchasing, contract management, etc.). The requirements are not meant to be in the form of a detailed requirements list as typically found in ERP RFPs, but rather critical requirements or requirements that are unique to Metro. Proposers shall provide a methodology for determining the requirements however, the methodology should include (but is not limited to): High Level Functional Requirements Analysis Overall business system objectives listed above Reviews of previous consultant reports and audits Interviews with key stakeholders in Finance and Regulatory Services, Human Resources, Information Services and all user departments. Review of legal requirements currently in Metro Code or Oregon Revised Statutes Review of current industry best practices. After the development of the high level functional requirements, the successful proposer shall evaluate PeopleSoft and EBMS against each requirement. Both currently implemented versions, as well as general availability versions should be compared. PeopleSoft financials should be evaluated separately from PeopleSoft HRMS/Payroll. For each requirement, determine whether the system does the following: Evaluation of PeopleSoft and EBMS Meets the requirement Does not meet Modification/customization is required to meet (Provide estimated cost, if possible) Provide an estimate over five years for the estimated ownership costs for both PeopleSoft and EBMS. The cost estimate should include: Five Year Estimate of Ownership Costs for Current ERP Configuration Functional and Technical support staff primarily dedicated to system maintenance and support Software maintenance fees (operating systems, databases, applications and 3rd party software) Hardware upgrade costs Software upgrade costs for any required upgrades during the five year period (include vendor professional services and/or dedicated staff time)
