Specifications include, but are not limited to: The Oregon Department of Energy (ODOE) is responsible for directing the state's overall preparedness for, response to and recovery from fixed nuclear facility emergencies, radioactive materials transport accidents, petroleum disruptions or shortages, and liquefied natural gas incidents that impact Oregonians.ODOE emergency preparedness programs strive to minimize the threat to public health and safety, the environment, and the region's economy in the event of nuclear or energy emergencies. Having access to timely information is critical to ODOE's ability to effectively manage radiological and energy emergency events. Therefore, since most of ODOE's emergency preparedness and response partners,use Emergency Services integrators's software called WebEOC, it is important that ODOE use the same software to communicate, share real-time information among multiple jurisdictions, coordinate response actions, and manage overall emergency operations.Since ODOE will be using Emergency Services integrators's software, and they own all of the copyrights, trademarks, patent rights, trade secrets, to the products and services, they are the only ones that could perform all of the services, and they have supplied ODOE with a Sole Source letter stating this fact.
