The City of Bend, Oregon seeks a consultant to support the development of a fee to address the use of natural gas in residential buildings in Bend, potentially through disincentivization, addressing the social and other costs of carbon, or through other means. The fee may be used as a component of or support for an incentive program using proceeds from that fee and/or other methods to incentivize the use of electricity, rather than natural gas, in homes and other buildings in Bend. The City’s goal is to retain a consultant who can bring the expertise, creativity, and experience to develop quality data and make well-considered recommendations on options to achieve, over time, a reduction in the use of natural gas in Bend.
