Specifications include, but are not limited to: The Export Control Consulting Contractor will: 1. Provide immediate and ongoing consulting and advising expertise on laws and regulatory controls (federal, state and local) governing export control compliance, including the way those laws and regulatory controls apply in a research University. 2. Begin working with OSU in September 2011 on the following tasks with an anticipated completion date no later than March 31, 2012. a) Evaluate OSUs current export control compliance efforts and identify areas for improvement using appropriate means, including onsite visits, staff interviews, etc. b) Identify best practices for an effective export control compliance program in the context of OSUs activities and culture. The focus will include but is not limited to the areas of contracting for and carrying out sponsored research and testing agreements the procurement of goods and services faculty and staff travel management of export controlled equipment and technology on campus shipping protocols for international shipments distance education and emerging issues related to hiring foreign nationals, including issues associated with deemed exports. c) Assist with planning and implementation of an effective export control compliance program tailored to the needs of OSU, including but not limited to the areas identified above, and also including specific recommendations for staging of implementation.
