Specifications include, but are not limited to: 2.4.1 Task 1 – Orientation Meeting a. Within the first 14 days following Contract execution Contractor shall: (1) Conduct a kickoff meeting with senior DHS leadership to provide a highlevel overview of the recruitment process, expectations and roles. (2) Meet with the Search Committee (selected by DHS) to discuss the specifics of the recruitment to make appropriate, mutually agreed upon, changes. The Contractor shall accomplish the following objectives at the orientation meeting: (a) Establish partnership and clarify expectations. (b) Conduct orientation to the search process. (c) Discuss application of best practices and search experience. (d) Review schedule for the search. (e) Review DHS materials, including minimum qualifications required vs. desired characteristics. (f) Develop strategies to secure the characteristics and skills in the candidate recruited. (g) Clarify administrative tasks for the search, e.g., roles and responsibilities for each step of the process. (3) In consultation with the Search Committee, discuss the design of a Recruitment Plan, which includes a Stakeholder Engagement Strategy and a Communication Strategy that addresses how the Search Committee will solicit input and provide information to the public about the search process. The Stakeholder Engagement Strategy shall include broad outreach to individuals, constituents and “stakeholders” as identified by the Search Committee and shall include no less than ten sessions of one-to-one and or group listening engagement sessions. 2.4.2 Task 2 – Position Research and Recruitment Materials a. Within the first 45 days following Contract execution, Contractor shall implement the Stakeholder Engagement Strategy by: (1) Facilitating one-to-one and or group listening sessions. The Search Committee and DHS staff shall facilitate scheduling and venue arrangements and make the initial contact with stakeholders. (2) Communicating with DHS’ human resources office to discuss Oregonspecific laws, rules, and policies applicable to the recruitment. (3) Developing draft position recruitment materials using the input gathered from the stakeholder engagements. Contractor shall obtain DHS’ human resources office approval of the position recruitment materials and schedule a review meeting with the Search Committee to discuss the draft position recruitment materials. (4) Incorporating comments of the Search Committee, obtaining DHS’ human resources office approval, and finalizing position recruitment materials for Search Committee. 2.4.3 Task 3 – Candidate Development a. Within the first 80 days following Contract execution, Contractor shall conduct candidate development activities by: (1) Implementing strategies for the search to encompass a pool of candidates with an emphasis on broad representation of diverse and underrepresented communities by conducting original research, contacting sources and prospects, and sending information to prospects. (2) Preparing a draft list of candidates for DHS’ human resources and the Search Committee to review and screen. Contractor shall: (a) Obtain resumes and additional materials. (b) Pre-qualify candidates against the position’s minimum qualifications and special qualifications. (c) Assess candidates’ skills and experience against the profile. (d) Apply Veteran’s preference consistent with Oregon law. (e) Submit pre-screened, draft list to DHS’ human resources office, for DHS to screen the applications.
