The Port of Portland (“Port”) is soliciting proposals from experienced firms or teams of firms (the “Proposer or Proposers”) capable of providing services to the Port on this Solicitation Number 2025-11834 (“RFP”). The Port intends to award one or more highly qualified Proposer(s) a contract with a term of up to five years with five optional one-year extensions. The Port welcomes qualified Proposers who can demonstrate their ability to provide software solutions and implementation services for an integrated suite of enterprise software systems. The scope of this RFP includes the following enterprise software systems: ERP, HCM, EAM, PMS, and associated modules. The proposal shall include software, technical labor, training, hardware (as needed), and ongoing support and maintenance that meet the Port’s business needs as described in this RFP. To better support its operational needs and long-term goals, the Port is seeking a modern, unified solution that improves efficiency, enhances data accessibility, and supports more effective service delivery across departments. The Port requires the inclusion of professional services necessary to implement the systems proposed by Proposers in response to this RFP. The Port will consider all cloud-based deployment options, which include Software as a Service (SaaS). Current Port Core Systems, and any future systems, should be integrated with any proposed systems, including all modules.
