Program Overview The EOI Microenterprise Program is intended to spark wealth and job creation for startup entrepreneurs and businesses whose owners are at 80 percent or less of the area median income. With the guidance of PDCs NED Strategy, the EOI Microenterprise RFP calls for increasing the availability of ongoing, structured, one-on-one client engagement providing onsite business development services to microenterprise business owners and entrepreneurs as well as assisting in starting/strengthening/expanding their operations (such as from home-based to a permanent storefront).The Program emphasizes: o Individualized services, tailored to the specific needs of each individual business owner, delivered primarily on a one-on-one basis. o The establishment of an ongoing, core relationship, over a period of years, between the client and the business development specialist. o The delivery of services in a culturally specific manner and as close to the place of business as possible. o Annual tracking of all client outcomes for a minimum of three years. o Annual assessment of providers service outputs. o The income requirements for all participants will be at 80% or below MFI. Other: o Contracts are renewable up to 4 years based on available funding and meeting satisfactory levels of performance annually, both in terms of outcomes and outputs. Client satisfaction surveys will also help to determine levels of performance. The annual review will be a transparent look at providers work and client outcomes. o Clients currently enrolled in the EOI Microenterprise Program will be given the option of continuing service under the new program. If the provider with which the client is currently working with is not selected to be a provider under the new program, clients will be given the opportunity to transfer to a new provider. o The Program will no longer be based on a three-year cohort model with a defined graduation date for clients and a single outcome goal at the end of the three year period but rather a rolling enrollment and on-going services, focused on building long term, one-on-one relationships between businesses and service provider.
