PERS is seeking an e-Signature Solution that will provide: Basic (click-to-sign) electronic signature (BES) — This type of electronic signature is sometimes called “standard” or “simple.” It does not use digital certificates assigned to an individual signer, opting instead to collect metadata about each signer, which is typically protected with a single digital certificate at the completion of the signing ceremony. This ensures that the document cannot be tampered with or altered. In addition, some countries have additional laws that may accept the basic signature for specific use cases, even if there are national regulations in place that indicate the need for a digital signature. Awardee must meet the attached functional requirements shown in Attachment # 3. PERS estimates the following needs: • 4,000 Enterprise General Envelopes (Per Year) • 500 Remote Online Notary Transactions (Per Year) • 500 Enterprise Envelopes for Notary (Per Year) • Annual Support • Startup Training (Startup Instruction)
