Specifications include, but are not limited to: General. Yamhill County is seeking an outside Contractor or firm to provide the operation of its publictransportation service (known as transit service). The scope of this project includes the provision of all vehicleoperators (drivers), maintenance and cleaning of vehicles, supervision of services, dispatching of vehicles,administrative and customer service functions, management oversight, and coordination with County personnelto support transit service enhancements or service modifications.The following is a description of the key service policies and practices relative to the transit service to beprovided:A. Service Description. The proposed transit service is made up of fixed routes, commuter routes,deviated fixed routes, dial-a-ride and paratransit services as shown in Exhibits A and B. A schedule oftime points, for fixed routes and commuter routes, shall be provided to individuals wishing to use theservice who may board at predetermined times and locations. Yamhill County will print and provideroute maps. Service will be provided to people with disabilities who by virtue of their disability are notable to use a standard fixed route bus service, by dial-a-ride or paratransit services.New routes may be added or existing routes may be modified as Yamhill County deems necessary.Routes and service changes may take place during the course of the resulting contract to improveservice and efficiency. The Contractor will be expected to assist Yamhill County in identifying strategiesand service changes for maximizing the productivity and cost-effectiveness of the overall transit system.B. Service Area. The service area includes all of Yamhill County. Service hours shall be establishedby Yamhill County. Yamhill County reserves the right to change the service area and service schedule,days, and times as needed and as available funding allows. Changes in the service area and serviceschedule policy will be developed as service changes are needed, meeting all Federal TransitAdministration (FTA) regulations.C. Service Days and Hours. The transit service currently operates Monday-Friday with limited serviceon Saturdays. Service hours start as early as 5:25am and ending as late as 7:32pm (See Exhibits Aand B for current hours and schedules). The transit service will not operate on New Year s Day,Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas Day. Yamhill Countymay designate additional non-service dates at its discretion. Special event services shall be provided inaccordance with direction from Yamhill County
