Specifications include, but are not limited to: The work to be completed is intended to assist Metro in determining which actions it should take to ensure adequate and reasonably proximate capacity is available to process food scraps collected from the regions businesses and residents for recovery. Metro is seeking proposals from qualified firms to perform the following tasks: Generation 1. Project the quantity of regional food scraps captured from commercial sector generators under the following scenarios: a. Low: Minimal growth in Portland diversion voluntary, opportunity-based programs in suburbs and low generator participation in suburbs. b. Medium: Mandatory program is fully implemented in Portland voluntary, opportunity-based programs in suburbs and moderate generator participation in suburbs. c. High: Mandatory programs are fully implemented in Portland and suburbs. 2. Project regional residential (excluding multifamily) food scraps (separate and mixed with yard debris) for the following diversion scenarios: a. Portland only. b. Portland plus half of urban households in the rest of the region. c. Portland plus all urban households in the rest of the region. Processing 3. For three distance-to-market scenarios, calculate processing capacity from existing facilities and planned facilities with regulatory approval for: (A) food scraps, which includes mixed food scraps and yard debris and (B) yard debris only : a. Within Metro boundary. b. Within a 100-mile radius of the Metro Central Transfer Station. c. Within a 260-mile radius of the Metro Central Transfer Station.
