USACE NWP, Cole River Substation purchase and possible installation
The purpose of this Sources Sought is for U.S. Army Corps of Engineers (USACE) informational/market research purposes only. This is not a solicitation nor a synopsis of a proposed action under FAR Subpart 5.2. USACE is seeking to identify firms capable of meeting the below outlined requirement.
This requirement is for a Cole M. Rivers Fish Hatchery electrical substation that will need to be designed, assembled, tested, and delivered; installation on site may be optional. The substation manufacturer is to use government provided specifications as a guideline to complete their design, assembly and testing. The final design is to be approved by the Government prior to any manufacturing. The Government realizes that it may have to be shipped in sections because of size and restrictions on the Oregon highway systems using standard trucking. The substation manufacturer is to minimize the amount of assembly at the site.
Key components:
Dry type station service transformer 13.8kV to 480 volt - The transformer is to be rated 2000kVA, 3-phase, 60-Hz, 13,800-480/277 volts, and the windings are to be connected delta-wye.

Capabilities Statement
Please submit capabilities statements demonstrating the capability to meet the above general requirements. Also, provide feedback on 1) if the install is delayed, how would that affect warranty on the equipment as it would be stored outside until installed, 2) from the view of industry, would this project be considered a supply project with the install being incidental or a full construction requirement, and 3) any other considerations USACE should take into account regarding this substation acquisition.
