Provide oversight of medical and paramedical aspects of the public health programs administered by the local public health administrator, including but not limited to developing and signing standing orders, clinical protocols and communicable disease guidance following current Oregon Statutes and Administrative Rules. Assume responsibility as Laboratory Director and Pharmacy Director. Provide consultation on medical issues to health department personnel and services, particularly for immunizations, STI screening, and infectious diseases. Participate in disaster preparedness planning and emergency response. Including prevention and control of emerging infectious diseases, sign-off on quarantine or isolation orders, medical counter measure activity support, dispensing of vaccines, antibiotics, or antidotes, and bioterrorism preparation. Provides clinical consultation for managing active and latent TB and other communicable disease which may include public health recommendations to other community agencies. Serve as Health Advisor to the Incident Commander during times of public health emergencies or other county emergencies with public health implications. May represent Clatsop County Department of Public Health to the Board of County Commissioners. Participate in Conference of Local Health Officials (CLHO) - Health Officers’ Caucus (typically 1 x month and optional Health Officers’ Caucus meeting at annual Oregon Epidemiologist Conference. Participate as voting member of the Local Ambulance Services Advisory Committee (1x month).
