Task 1 – Implementation Plan Preparation (Base Bid) The Contractor shall develop an Implementation Plan for forest restoration based on the 2021 Forest Management Plan. The Plan must address only the Forest Management Units (FMUs) listed under each PA in this solicitation and provide the framework necessary to support immediate execution of restoration activities. The Contractor shall: 1. Review Existing Resources: • Assess the existing forest inventory and 2021 Forest Management Plan. • Identify relevant conditions within each PA and FMU. 2. Coordination and Field Assessment: • Engage with OMD and ORARNG staff to discuss project objectives and constraints. • Conduct field visits to each PA and FMU to verify conditions and gather site-specific information. 3. Implementation Plan Development: The Plan shall include, at minimum: • Thinning and Planting Prescriptions: Include detailed planting designs within each unit. • Execution Timelines: Provide schedules for all planned restoration activities. • Operational Details: Identify road conditions, equipment to be used, locations to yard and chip thinned material, permit requirements, and ODF notifications. • Measurable Objectives and Safety Protocols: Ensure alignment with the 2021 Forest Management Plan. • Deliverables: Documents, maps, and schedules necessary to immediately execute restoration activities. 4. Meetings and Coordination: • Assume 3–5 planning meetings with the project team (virtual or in-person). Additional meetings will be negotiated as needed. 5.
