Specifications include, but are not limited to: 1.2.2.1 Attributes of the Communications Plan The requested services may include but is not limited to the following items: • Develop a communications plan that identifies target audiences (with assistance from Business Oregon), identifies ideal communications channels to reach them, and creates consistent compelling messaging and talking points that convey Department’s activities. • Identify strategies to execute the communications plan. • Provide training to Department staff or stakeholders, as needed, for communication delivery. • Convey success stories of Business Oregon and partners through appropriate media. • Develop strategies for using social media platforms for peer-to-peer education and advocacy. • Conduct an integrated marketing campaign through: o Earned media o Social media o Cooperative marketing with Business Oregon partners. • Pre- and post-Project research and measurement of the Outcomes and Metrics listed in this Section. 1.2.2.2 Tools and Tactics The requested services may be implemented using the following tools and tactics: • Integrated web and social media presence. • Media outreach. • Statewide communications program. • Legislative and influencer communications plan and tool kit to allow stakeholders to use common language and plans for communicating with legislators, government officials, and community leaders. • Research and measurement methods with definitions for success/impact. 1.2.2.3 Outcomes Successful implementation of the Project may include following outcomes: • Support for the Oregon Broadband Office and its activities to attract broadband investment into Oregon. • Increased understanding of funding status amongst stakeholders.
