USACE, Portland District: Bradford Island Fish Ladder Exit Dredging 2025 Sources Sought:
This announcement is a Sources Sought Synopsis (market survey). This is not a Request for Proposal (RFP). This announcement is not a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this Sources Sought is to determine interested parties, socioeconomic status availability, capabilities, and qualifications. The Government intends to use responses to this sources sought synopsis to make appropriate acquisition decisions for future dredge maintenance requirements.
The U.S. Army Corps of Engineers (USACE) – Portland District is requesting your help in identifying dredges with the capability and availability to respond to critical dredging work required for the Bradford Island Fish Ladder (BIFL) Exit at Bonneville Dam via clamshell. Approximately 500-750 tons of material will be removed and placed at a contractor determined landfill. In water placement is not an option. The in-water work window is 01 December 2025 - 28 February 2026. Removal of the watermilfoil via divers at the BIFL Exit area, particularly where the depths are too shallow for dredging, is a possibility. Optional work, at the Bonneville Dam spillway, approximately 400 tons of rock removal via a clamshell is anticipated as well. During spillway rock removal, normal river flows will be passed through the Powerhouse. Exact location of removal to be determined.

Vendors interested in this requirement(s) with Portland District must submit the documentation and meet the requirements identified below.
A. General Submission Information:

4. Statement of Capability (SOC) Statement of the contractor’s skills, knowledge, experience, and capability to perform the described work, such as documentation and examples of recent relevant experience and technical competence with dredging.
