Specifications include, but are not limited to: The Department of Revenue (DOR or Agency), is requesting Quotes from interested and qualified Contractors to procure the services of a Consultant who has significant experience in revenue-generating contracts and procurements that are funded through a benefits-based arrangement. Agency is preparing to pursue the procurement of a large-scale technology solution to replace its core systems with a Comprehensive Tax System (CTS) solution. For purposes of this RFQ, "Comprehensive Tax System" means: "the replacement of all of Agency's existing core systems with a flexible integrated business solution. This technology must also blend with technology of the future, increase revenue, streamline current processes for revenue administration, and improve services to our taxpayers." Agency is currently researching alternative funding mechanisms, specifically, benefits- based funding. A benefits-based funding strategy is an atypical approach for Agency, therefore Agency requires a Consultant with extensive knowledge of revenue-generating contracts and procurements that are funded through a benefits-based arrangement. The Consultant must have expertise and experience in large-scale projects that employ benefits based funding.
