The successful Proposer shall perform the Services in accordance with the highest industry standards. Owner’s authorized representative shall provide any known supporting information and provide access to areas of the Capitol Building. • The appraisal should include an inspection of the Capitol Building to identify construction data that will be used in the appraisal process. • During inspection of the premises, the successful proposer shall: o Calculate the area and perimeter of each portion of the Capitol Building by measuring the structure or through an analysis of the as-built blueprints; o Identify and record data of the major construction components (type of structure, walls, roof, etc.). o Determine the construction class. o Record data of major service systems (electrical, plumbing, security, elevators, heating, ventilation, cooling, etc.). o Record the related construction, occupancy, protection, and exposure data obtained during the inspection. o Record and document (but do not appraise) key historical features, including artifacts, artwork, murals, portraits, unique furniture, carvings, relief sculptures and murals embedded in and/or on the building, the State Seal in the atrium, dome statue, doorknobs, stained glass, carpeting in the legislative chambers, and other related items that the Owner specifies. o The features should be photographed and included in the report and must be reported on an itemized basis. o Report the insurable value of the building on an itemized basis if the building were to be re-built (excluding demolition and debris removal cost associated with the destroyed building prior to re-building) at: • Replacement Cost New/ Historical Cost; • Replacement Cost New/Comparable; and • Functional Replacement Cost
