Absent the capacity to meet the administrative requirements such as administering Davis Bacon wage rates or Buy American provisions, communities must rely on other service providers. Regardless of what entity provides the detailed, compliance services, the community remains responsible and liable for administrative errors. Liability issues can be both time consuming and financially significant to resolve. The Infrastructure Finance Authority of the Oregon Business Development Department is taking the lead for state and federal funding agencies to identify a feasible means to assure professional capital construction administrative resources are available to communities that need or would benefit from such services
