2.1 Consulting Services 2.1.1. Strategic Planning and Design Consult for design and equipment recommendations for broadcast studios, transmitter facilities, and tower systems, including feasibility studies, site assessments, system upgrades and equipment requisition. 2.1.2. Documentation and Reports Prepare site documentation, system schematics, FCC/FAA compliance reports, engineering studies, coverage contour maps, inspection reports, and similar project documentation. 2.1.3. Stakeholder and Project Support Advise on project engineering planning and location requirements, especially as they relate to tower site owners and cotenants, broadcasting partners, and government agencies. 2.1.4. Training and Knowledge Transfer Provide training to KWAX staff on automation and remote systems, safety procedures, and operational best practices as broadcast equipment is replaced or upgraded. 2.1.5. Due Diligence Reviews Provide assessments and recommendations for equipment acquisition, site readiness, and co-location opportunities. 2.2. Maintenance and Technical Services. Configure, maintain, diagnose, and adjust all radio broadcasting, remote control, microwave STL, computers and supporting equipment involved in the operation of an FM broadcast network, including: 2.2.1 Studio and Automation Install and maintain studio controls, automation software, equipment upgrades, wiring and connections. 2.2.2 Tower and Antenna Perform regular inspections and maintenance, including painting, lighting, thermal surveys, structural repairs, adjustments, and feed line services Coordinate with and supervise vendors and suppliers at transmission sites. 2.2.3 Transmitter and STL Systems Provide transmitter installation, proof of performance, thermal inspections, broadcast signal measurements, network RSSI reports, STL analysis and maintenance, and site logging. 2.2.4 Power and Backups Configure, install, monitor, and maintain power supplies, generators, and system backups across the network. 2.2.5 Co-Location Services Support leasing, installation, and ongoing operation of telecommunications equipment and backups at tower sites 2.2.6 Network Systems In coordination with University of Oregon IT, optimize and maintain office computer network infrastructure, with special attention to broadcastspecific software and linkage to air chain components. 2.2.7 Emergency Response and Repairs: Provide on-call service and be available for mobilization within two hours to restore broadcast continuity at all locations: 2.2.7.1 Studios: 2.2.7.1.1 Eugene – 75 Centennial Loop 2.2.7.2 Transmitters: 2.2.7.2.1 Eugene – Blanton Heights/Solar Heights 2.2.7.2.2 Florence – Glenada Hill 2.2.7.2.3 Redmond – Grizzly Mountain 2.2.7.3 Translators/Repeaters: 2.2.7.3.1 Bend – Awbrey Butte 2.2.7.3.2 Corvallis – Vineyard Mountain 2.2.7.3.3 Cottage Grove – Hansen Butte 2.2.7.3.4 Glide – Mt. Scott 2.2.7.3.5 Newport – Steenson Road 2.2.7.3.6 Roseburg – Hutchins Drive 2.2.7.3.7 Salem – Skyline Road 2.2.7.3.8 Sunriver- Pitsua Butte/Conklin Road 2.3. Engineering Staff Coordination. Confer with KWAX general manager to prioritize, delegate, and schedule appropriate assignments for on-site engineer (part time staff member, 5-10 hours per week)
