University seeks proposals from qualified individuals or firms to serve as an advocacy consultant. The consultant will strengthen relationships between regional Community Resolution Centers and their local legislators. The goal is to increase awareness of the value of dispute resolution services, cultivate legislative champions, and build momentum toward securing increased state funding for Resolution Oregon’s network of Community Resolution Centers. The awarded proposer shall provide advocacy consulting services including: 2.1. Legislative Engagement Strategy. 2.1.1. Develop and implement a statewide advocacy plan to connect regional Community Resolution Centers with their respective state legislators. 2.1.2. Identify priority legislative offices and committees relevant to dispute resolution funding and policy. 2.1.3. Recommend tailored messaging frameworks for legislators, legislative staff, and policy influencers. 2.1.4. Identify potential legislative champions to sponsor or support increased funding. 2.1.5. Create targeted engagement plans for identified champions, including follow-up strategies.
