OHA seeks to strengthen meaningful Health Information Exchange (HIE) adoption and use among Medicaid programs in support of the Health Information Technology Oversight Council (HITOC) Strategic Plan (2024–2028). A major strategic goal is to "Spread HIE throughout the state", with priorities including expanding participation in HIE networks, offering funding and support mechanisms, and disseminating best practices for data sharing. To that end, OHA seeks consultation to assess Oregon’s current HIE environment, examine how other states integrate HIE within their Medicaid programs, and facilitate collaboration across relevant OHA departments. The consultant may also facilitate bringing key internal and external partners together to form an HIE steering committee and support the development of a strategic HIE roadmap to guide statewide efforts.
