1. Provide an approved aircraft, experienced pilot, labor, operating supplies, and equipment necessary to work with Oregon Department of Fish & Wildlife personnel to perform the service of conducting aerial angler effort counts on the Columbia and Willamette Rivers. 2. Provide an approved aircraft that provides sufficient seating for one passenger such that the passenger has a clear view out of the front and side windows. 3. Conduct flights on the Willamette River from Willamette Falls downstream to the mouth (including Multnomah Channel), the Clackamas River from River Mill Dam to the mouth, and on the Columbia River from Herman Creek (near Cascade Locks, Oregon) to Buoy 10 at the mouth (near Astoria, Oregon). 4. Conduct low altitude flights (<500 feet) so that both boat and bank anglers can be accurately counted by ODFW personnel. 5. Offeror must be available for this project within a 48-hour notice by agency.
