Please note: This is a Sole Source Notification. ODF’s research has led it to believe that Terrainworks is the only source capable of completing this project using data they have processed under a previous contract authorized by the Oregon Legislature, in support of the Private Forest Accord. This project continues the work on the hydrography data that began in 2023 and will continue supporting the implementation of the Private Forest Accord and associated Forest Practice rules. As Terrainworks has been the sole source and contractor in all previous hydrography mapping and stream classification is use, they are intimately knowledgeable of the development and process needed to apply a flow model that provides accurate predictions on this stream network. ODF is not aware of any other sources with this knowledge or expertise to complete the required flow modeling on the current hydrography data. Terrainworks would continue to provide support for the hydrography data along with supporting other projects in the Forest Resources division, including the draft Habitat Conservation Plan. The flow modeling work proposed in this contract is vital to support the continued implementation of the forest practice rules and the next phase of implementation of the Private Forest Accord. The flow modeling and the predictive outputs are required to be published by rule no later than the end of the next calendar year. The intensity, design, and spatial extent of the Forest Inventory and Analysis (FIA) data sets provide a novel opportunity to begin quantifying the effect of climate change on the rate of growth and mortality on tree species within a 10-year monitoring interval.
