Quotations must be received no later than: January 30, 2026, at 4:00 PM. Submissions must include the Quotation Number: Digester 4 EN-7400 and Project Name: WNP2602 for easy reference by the City. Please quote herein your lowest price for each of the goods/services listed below to be completed at the City of Medford Regional Water Reclamation Plant Facility (RWRF) at the above address. The City will require a certification of tax compliance, insurance, and signed executed contract for this work. See attached Exhibit "A" for Scope of Work. Tax certification of compliance form must be completed and returned with your quote. The right is reserved to accept or reject quotations according to ORS 279 and Medford Municipal City code. SCOPE OF WORK Digester #4 Cleaning: First and foremost, the contractor shall work cooperatively with RWRF staff to allow continued and uninterrupted, safe operation of the treatment plant. The contractor shall remove all fluid contents and solids including sludge, scum, grit, sand, and any other foreign materials deposited in the digester. Such removed materials shall be pumped/hauled to a sludge drying bed approximately 425 ft from the south facing access hatch of the Digester. The contractor shall provide all labor, materials, tools, chemicals, hoses, equipment, and safety apparatus needed to safely pump sludge to the nearest drying bed and wash down/clean the digester #4 tank including gas domes, interior walls, interior piping, and floor slab. All work on the interior of Digester #4 tank shall be performed using the west facing 36" access hatch. Roof hatches are available for access and ventilation as needed. The contractor shall take all necessary precautions to prevent any leakage or sewage spill of any kind onto city property or storm drainage system. Any spills must be reported to RWRF staff immediately. The contractor shall be responsible for maintaining a safe, clean work site, removing debris, and disposing of it properly at his/her own expense daily. Upon completion and before making application for acceptance of completed work the Contractor shall clean the area of work and all ground occupied by him/her in connection with the work of all rubbish, temporary structures, and equipment. The contractor shall demobilize and leave the worksite clean and in similar condition as when they arrived. The chosen contractor shall comply with all OR-OSHA safety regulations concerning confined space entry and working near explosive gases. The contractor shall provide continuous ventilation and hazardous gas monitoring as noted in the safety section. The contractor shall coordinate all electrical power and wiring needs in accordance with all local, state, and federal regulations and codes, as required to complete the cleaning operation.
