Specifications include, but are not limited to:The City of Tulsa and the Tulsa Police Department will trade approximately 980 used Glock 22 Gen4 pistols for 1000 Glock 17 Gen5 pistols. This transaction will also allow Tulsa Police Officers the opportunity to purchase their issued pistol from the Seller. This bid is for a one for one exchange for the City’s inventory of the Glock 22 Gen4 pistols. The City will receive one new pistol in exchange for one used pistol. The City will purchase the additional Glock 17 Generation 5 (Gen 5’s) at the bid price. SPECIFICATIONS FOR THE GLOCK 17 GEN 5 (NO SUBSTITUTION) The Glock 17 Gen 5 will be equipped with standard Glock night sights and 3 Law Enforcement 17 round magazines. The Tulsa Police Badge and “Tulsa Police” will be engraved on the front right side of the slide. The trigger configuration will be a standard Glock trigger with a minus connector. Serial numbers for the new Glock will begin with 3154TPD and run sequentially, 3155TPD, 3156TPD, etc. SPECIFICATIONS FOR THE USED GLOCK 22 GEN 4 The Glock 22 Gen4 pistols are equipped with standard Glock night sights unless changed at the preference and expense of the Officer to whom it was issued. It would be safe to assume that those not equipped with Glock night sights are equipped with comparable or upgraded versions. Some will be equipped with extended slide stop levers and extended magazine release buttons. Again, this change would be at the preference and expense of the Officer to whom it was issued. Three Law Enforcement 15 round magazines are included with each pistol. The trigger configurations will all have an “S” spring with either the dot, minus or standard connector. All pistols are engraved with the words “Tulsa Police” and the Tulsa Police badge on the right side of the slide. The oldest Glock 22 Gen 4 pistols were issued in late 2012. All current issued pistols were issued to the receiving Officer brand new and in the manufacture’s box. The individual Officer is responsible for the manufacture’s box and it is unknown how many of these boxes are still available. The number of rounds fired through each pistol will vary depending on years of service of the Officer to whom it was issued, as well as the amount of practice by the individual Officer. All pistols offered in this exchange are duty ready and of sound function. Most are carried on duty every day. Those that are not issued are maintained in the Police Armory. Inspection by the Seller of each individual pistol prior to exchange will be virtually impossible. The Seller may inspect the pistols that are stored in the Police Armory. Approximately 800 of these pistols are issued to active Officer’s and are carried on a daily basis. Utilizing a “Very Good, Good, Fair, Poor” rating system, most pistols would fall in the higher end of the Good category. Officer’s understand the importance of maintaining their firearms to a high standard. Their pistols are inspected by the Firearms Training Unit staff once per calendar year for both function and cleanliness. Prior to the final exchange, all pistols will be inspected for function by certified Glock armorers within the Tulsa Police Firearms Training Unit. The final number of trade in guns will vary slightly based on several factors. Per the Collective Bargaining Agreement between the City of Tulsa and the Fraternal Order of Police, an Officer with 20 or more years of service may keep their issued pistol at retirement. Each retiring Officer will reduce the total number of pistols for trade by one unit. The Tulsa Police Department currently averages four retirements per month. Weapons lost, stolen or catastrophic malfunctions would also reduce the final number.
