Specifications include, but are not limited to: The On-Call Marketing Services contract is intended to provide timely and professional services for a wide-variety of tasks associated with the marketing, advertising, promotion, and market research programs of MTTA. MTTA consists of fixed route and paratransit services but could include coordination with other entities including, but not limited to, transportation network companies. These potential tasks include: a. Development and/or execution of marketing plans b. Development and/or execution of promotional events and programs such as, but not limited to, staging special events. c. Development and/or execution of a wide range of advertising including, but not limited to, print, direct mail, social media, radio, television, etc. d. Copywriting and media buy services e. Newsletters development and execution f. Graphic design services including routine services such as serviced related graphics and signage (including wayfinding) as well as web/social media site design g. Re-branding planning and services, h. Market research including, but not limited to, on-board customer surveys, focus groups, public surveys, with services including as requested associated with developing a research plan, i. Public relations including managing press relationships. j. Printing services (such as scheduling books, banners, etc.) including delivery within metropolitan Tulsa. k. Project management for any or above tasks. MTTA is requesting proposals from firms for On-Call Marketing, Advertising, Promotions and Market Research Services (On-Call Marketing Services). The purpose of this RFP is to provide MTTA with the services of one or more professional advertising/marketing firms to provide short notice and “as-needed” services relating to develop and execute marketing, advertising, promotional, market research, and similar programs. All on call services will be initiated and governed by task orders with work to be completed in a timely and professional manner. As discussed in more detail below, task orders will contain a defined scope of work, the consultant’s proposal, and firm costs as established by pre-determined hourly rates and eligible reimbursed costs.
