(a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.

If you wish to attend the site visit, please send an email to shane.pope@usda.gov and troy.gibbens@usda.gov with the title “12805B25Q0150 Site Visit Registration” please include the name(s) of those attending, along with company information. Contractors must be registered to attend the site visit. If Contractors are not registered, they will not be permitted on the site visit. The site visit registration deadline is April 28, 2025, any registration request received after April 28, 20254, will not be accepted.
Information concerning the REE policies and procedures regarding the definitization of equitable adjustments for change orders under construction contracts and the time required for definitization of those actions per 15 U.S.C. 644 is available at https://www.ars.usda.gov/afm/apd/acquisitions/.
REE is in process of gathering the FY23 data to date regarding the length of time it takes for definitization of equitable adjustments for change orders under construction contracts on a rolling data call basis in which the awarding contracting office provides on a per modification basis. That data will be aggregated and will be available at https://www.ars.usda.gov/afm/apd/acquisitions/ as required by 15 U.S.C. 644(w). Data regarding this requirement was not gathered prior to FY23.
