Specifications include, but are not limited to:The COBA is requesting proposals from interested and qualified firms and organizations to provide services related to the Design, Selection and Implementation of Project Management Software (PMS) for use in planning and delivering COBA’s municipal projects. The selected PMS will be used for the accurate and timely project tracking (design management, construction management, reporting, budgeting, financial tracking, scheduling, etc.) of all project data related to COBA municipal projects from inception/planning through the post-construction warranty period. The Consultant will be responsible for designing and implementing the system to collect, store and report all the appropriate financial, project and scheduling data required for the effective management of COBA Projects. It is expected that the system developed by the Consultant will be computer-based and will accomplish the following tasks: • Simultaneously track approximately 150 - 200 projects at all stages of planning, development, design & construction, managed by 10 - 15 project managers. • The total value of the projects to be tracked could be approximately $100 million per year, with the typical individual project size ranging from $100,000 to $10,000,000. • Inventory the known development and construction facts about each project. • Budget for the expected annual expenditures for each project. • Analyze and summarize project data for reports to organizational leadership. • Track the design process with either internal or external design professionals. • Facilitate the bidding and award of construction contracts. • Manage contracts and pay applications. • Track the physical progress as communicated by construction managers and expenditures for each project and report that information monthly. • Develop an overall master schedule tied to contract with no less than monthly report deviations from the anticipated schedules and the authorized budgets. • Develop a means of collecting and inputting relevant data from the project managers on a timely basis. • Modify the system and the reports as the needs of COBA change over time. • Produce executive-level reports to be accessed through the ERP.
