This is a Sources Sought Notice announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. Any requests for a solicitation in response to this notice will not be honored. The Medical Readiness Contracting Office – West (MRCO-W), Fort Cavazos, Texas, 76544-4752, has an upcoming requirement to award a one-time supply purchase of a veterinary sediment urine analyzer. This is for animals only. This requirement is for the Public Health Command, Oklahoma Branch at Fort Sill, Oklahoma, 73505. This award is for the supply purchase of veterinary sediment urine analyzer that can perform the following functions:
This is for a urine analyzer for the testing animals within a veterinary clinic, only. It is to perform urine microscopy on native urine sediment. Again, on animals only.
1. Device shall be a sediment analyzer only, not chemistry.
2. Device is required to provide automated digital microscopy.
3. Device shall be no larger than 13” wide, 13” deep, and 14” high.
4. Device is required to test the following:
a. Red blood cells
b. White blood cells
c. Epithelial cells
d. Crystals
e. Casts, bacteria, and other elements
5. Device must be compatible with standard operating power sources within the United States.
6. Device should provide results in three (3) minutes or less.
7. This Government award will include purchase of supplies for this device to provide the desired test results.
8. Device will not be connected to the Government IT network.
9. Training by the contractor shall be included.
10. Device must include warranty on parts and labor.
11. This device is for animals only. A urine analyzer for humans is unacceptable.
It is anticipated that the proposed action will result in a Firm Fixed-Priced contract. The type of solicitation to issue will be based upon the responses to this notice. This award will be for all items requested. The anticipated contract will have a delivery date approximately sixty (60) days ARO.
Contact with Government Personnel, other than the Contract Specialist identified at the bottom of this notice, by any potential offeror, or their employees, regarding this requirement are strictly prohibited.
The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Women-Owned Small Business, and Service-Disabled Veteran-Owned Small Business (SDVOSB), as well as the interest, capabilities and qualifications of various members of the Large Business community, to compete and perform a Firm Fixed Price Contract to supply this item. The type of solicitation to issue will depend upon the responses to this sources sought notice. The Government must ensure there is adequate competition among the potential pool of responsive contractors.
The North American Classification System (NAICS) code for this requirement is 334513, “Instruments And Related Products Manufacturing For Measuring, Displaying, And Controlling Industrial Process Variables”. The Small Business Size Standard is 750 employees.
Interested parties are responsible for marking any information that is proprietary in nature. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests. The Government is not obligated to, nor will it, pay for or reimburse any costs associated with responding to this sources sought notice. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. No subcontracting opportunity is anticipated. A determination by the Government to not compete this proposed contract action based on the responses to this notice is solely within the discretion of the Government.
