The City of Edmond (COE) is seeking a service provider to print and mail utility billing statements. Statements will be provided nightly in a PDF format. Highlight spot color and shading is required. Statements will have Optical Mark Recognition (OMR) to specify the inclusion of inserts, return envelopes, and other handling options. CASS certification and appropriate postal requirements should be met by the service provider to obtain the most cost effective first class mailing. The City should be able to monitor the progress of each batch from file receipt through delivery to the post office. 1.1 The contractor will receive a PDF file, process the file according to City of Edmond and post office requirements, and deliver the mailing to the post office in a timely manner at the most effective cost. 1.2 The proposer will provide a detailed breakdown of all costs required for the successful implementation and ongoing operation of bill print and mailing services.
