The consultant will work with the City of Bartlesville to prepare a Pre-Approved Housing Pattern Book, ensuring close coordination with the ongoing Land Development Code (LDC) update. The following tasks outline the expectations and deliverables. The consultant will prepare a Pre-Approved Housing Pattern Book that translates Bartlesville's neighborhood character into 3–5 pre-approved housing patterns that can be used for infill and Missing Middle development. Tasks include: Documenting neighborhood character through visual and dimensional surveys of representative areas, focusing on lot sizes, setbacks, building heights, and architectural styles. Selecting priority housing types (e.g., duplex, triplex, fourplex, townhomes, cottage courts, ADUs, or small-scale apartments) in collaboration with City staff. Producing pre-approved prototypes that include: Floor plans with dimensions. Exterior elevations with architectural detailing. Site layout examples showing how prototypes fit common Bartlesville lots. Basic construction notes to demonstrate buildability. Ensuring zoning alignment by working with the LDC consultant to: Identify adjustments needed in the draft LDC to accommodate the prototypes. Provide an Integration Memo that recommends expedited or by-right approval pathways when Pattern Book designs are used. The Pattern Book will be graphically rich, practical, and user-friendly, formatted for both print and digital release.
