Three identified sites will be selected collaboratively before the start of Phase II. Phase II: Technical Feasibility Study of Three Sites. The selected contractor is to complete technical feasibility studies at the three sites selected in Phase I. The deliverable should include multiple options of possible microgrid configurations based on the technical parameters with economic analysis for each of the three locations. Technical parameters: • Grid following configuration with ability to seamlessly switch microgrid controllers to grid forming configuration and to return to grid following during unplanned and planned outages. • Battery storage and on-site fuel required for varied days (minimum one cloudy day and multiple day outage scenarios of powering of critical functions, specifics to be provided after Phase 1) • Safety requirements of installed infrastructure • Ability to execute on-demand, full-service customer support including diagnosis, repair, maintenance, and monitoring • If applicable, incorporation of existing on-site backup generation Deliverables: • Written report on technical feasibility study process and results detailing: • Multiple options of microgrid configurations with varying cost and payback period, battery storage, and technical features. • Impact of asset costs, utility rate charges and interest rate sensitivities • Estimated economic and greenhouse gas (GHG) savings due to increased resiliency • Estimated economic and GHG savings due to renewable energy implementation
