The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet the requirements for the remanufacture effort for the EAC, part number 2117580-2-1 and NSN 1420-01-098-5936. The Flight Control Servo Assembly (FCSA) consists of two identical linear actuators, driven by a common electronic control unit, the Elevon Actuator Controller (EAC). The controller consists of circuits to perform actuator position signal summing, error signal amplification, servo loop compensation, and power drive stages for the servo motors, current limiting, and buffer circuits to output position, motor current monitor signals and motor voltage monitor signals. The EAC accepts analog voltage inputs proportional to the elevon position command, 28 VDC power, and +- 15 VDC power. The 28 vdc and +- 15 dc grounds are isolated outside of the servo assembly. The FCSA controls the elevon which guides the missile to its intended target. The purpose of this remanufacture effort is to provide a full rate production effort of the remanufactured EACs that meets the original design requirements and all nuclear hardness requirements.
The contractor shall be capable of producing 550 remanufactured EACs with the work to include disassembly, cleaning, inspection, assembly, testing, troubleshooting, and root-cause failure analysis to return an unserviceable EAC to a serviceable or like-new condition.
The contractor shall be capable of furnishing all labor, materials, facilities, and equipment required to accomplish the remanufacture and all required testing to include functional testing and product reliability verification testing (PRVT). Specifically, the contractor shall be capable of producing EAC-specific test equipment to confirm each produced EAC’s conformance to the requirements of envelope drawing 232-11704. Additionally, the contractor may be responsible for supply chain management, logistics planning, long-lead time parts procurement, diminishing manufacturing sources, and material shortage issues.
Throughout this effort, the contractor shall be responsible for refining the remanufacturing procedures and test procedures for the EAC. The Contractor shall be responsible for maintaining configuration changes to the EAC down to the shop replaceable unit (SRU) and component level and updating the technical data package (TDP) accordingly.
