This combined synpsis/solicitation in hereby put on hold pending engineering changes to the statement of work and list of items to bid. A new bid due date along with these changes should be published in about two weeks.
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested in response to this notice and a written solicitation will NOT be issued. This solicitation is being issued as a Request for Quote (RFQ) # 246-25-Q-0071. Submit only written quotes for this RFQ. This solicitation is full and open competition. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05. The associated NAICS code is 561621.
This RFQ contains thirteen (15) Line Items which includes four years of options for maintenance and software support see attached bid sheet for a detailed list of items and options.
PERIOD OF PERFORMANCE: 60 DAYS AFTER RECEIPT OF AWARD

Evaluation: FAR 52.212-2 Evaluation -- Commercial Items (completed as follows):
(a) The Government will award a firm fixed price Purchase Order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, technical capabilities and past performance being more important than price. The following factors shall be used to evaluate offers:

Pricing
- Price will be evaluated by adding the total price for all options to the total price for the basic requirement. Evaluation of options shall not obligate the Government to exercise the option(s).
Technical Requirements
PRO HSE (Homeland Security Edition) AMAG Symmetry Software:
• Shall have the ability to install all components within 60 days from the date of the award.
• Shall have the ability to provide and install new AMAG M400 control boards.
• Shall have the ability to provide Pro HSE Version 9.8 Software/Licensing and new model #40KHTKS-03-004XMB door readers.
- Vendor shall be an authorized AMAG reseller, documentation needed.
• Shall have ability to have vendor response time to service calls shall be no later than 2 business days from receipt of call.
• Contractor shall be able to provide part to fix issues with-in 5 business days from the service call response.
Past History Performance
- Vendor shall submit 3 past history performance references

FAR 52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days.

FAR 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)
(a)The Government may extend the term of this contract by written notice to the Contractor within 7 DAYS of expiration; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b)If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c)The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years and 6 Months
