103.01.03.01 When specified in the Notice to Bidder, attendance at the Pre-Bid Conference is a prequalification requirement. When the Notice to Bidders specifies that the Pre-Bid Conference is mandatory, the contractor who plans to submit a bid must attend the Mandatory Pre Bid Conference.
