Specifications include, but are not limited to: a. Provide a 20-year plan addressing the reduction of SSOs and other wet weather-related treatment and conveyance issues. b. Address continually aging infrastructure throughout the collection system and treatment plant. c. Consider potential future nutrient removal regulations. The selected consultant will be expected to manage the project and related tasks, control costs and resources, and complete the project work on schedule. The consultant shall assign a project manager who will be the City’s primary contact and be responsible for the consultant’s work (including sub consultant work if applicable). The Wilmington Wastewater System Master Plan scope of services should include: a. Review the condition of collection system infrastructure via record documentation and discussions with City staff. b. Review I&I contribution to WWTP influent flow. c. Evaluate the existing sewer collection system to determine areas of deficiency. d. Review the condition of process equipment and structures at the WWTP. e. Determine system requirements to accommodate future flows and loadings based on available water use records, flow monitoring data and wastewater flow projections. f. Evaluate alternatives, including capital costs, operation and maintenance costs, and non-monetary factors to be selected with the City. g. Perform a risk assessment of issues identified and prioritize proposed projects. h. Identify list of proposed projects. i. Identify potential permits necessary. j. Review cost of service and anticipated revenues. k. Identify potential funding sources. l. Identify an implementation schedule.
