Specifications include, but are not limited to: 4.4.1.1. The contractor’s towing methods shall be subject to review at any time throughout the contract period. Methods found to be unsafe or potentially damaging to the vehicle shall be modified through mutual agreement between the contractor and the GCRTA. 4.4.1.2. The contractor shall tow vehicles in such a manner so that the axles of vehicles equipped with air suspensions shall not hang from the vehicle. If necessary, axles shall be chained or secured in such a manner as to prevent damage. In addition, the contractor shall tow vehicles in such a manner so that the body of the vehicle does not support the weight of the vehicle if the body is not designed to support the weight. Lifting and towing of any vehicle from the front or rear bumper only is not acceptable. 4.4.1.3. The contractor shall possess, or have access to, a sufficient quantity of towing vehicles and trailers to provide the level of service required by this specification. The towing vehicles shall be suitable, with the proper capacity, for all vehicles towed. The GCRTA has vehicles ranging from standard passenger automobiles to heavy duty transit coaches, curb weights up to fifty-one thousand (51,000) pounds and lengths up to sixty-three (63) feet. (See section 4.6 “Fleet Identification Worksheet” for list of GCRTA vehicles) 4.4.1.4. Towing vehicles shall be equipped with an air system that shall maintain, if applicable, the towed vehicle’s air-ride suspension (at ride height) and the towed vehicle’s air brake system at pressure sufficient to release the parking brakes. 4.4.1.5. The GCRTA’s vehicles may be equipped with a bicycle rack mounted to the front of the coach. If the rack interferes with the towing operation (vehicle towed safely and without causing damage), the contractor shall remove the rack and any associated brackets, as necessary, and stow in the coach.
