A. Vehicle Data Assessment o The solution must allow users to input and assess the following parameters: ▪ Vehicle Identification Number (VIN). ▪ Make. ▪ Model. ▪ Year. ▪ Condition (e.g., excellent, good, fair, poor). ▪ Mileage. o The system should output a fair market value based on the input parameters. o Solution must be capable of accommodating a minimum of 15 users at any given time. B. Third-Party API Integration o Integration with recognized third-party APIs that provide real-time market data for vehicles, ensuring access to the most updated valuation data. o Minimum of 140,000 API integrations. o APIs should cover: ▪ Historical sales data. ▪ Market trends. ▪ Vehicle recall information. ▪ Safety ratings. C. Reporting Features o The solution must enable users to generate comprehensive reports on vehicle valuations, including but not limited to: ▪ Input parameters. ▪ Valuation results. ▪ Comparative analysis with similar vehicles in the market. o Reports should be exportable in various formats such as PDF, Excel, and Word. o Solution must be capable of reporting/displaying a minimum of 10,000 values online at any given time. D. Testing Requirements o Contractor shall conduct thorough unit testing, integration testing, and user acceptance testing before launch. o Performance testing must ensure that the solution can handle multiple simultaneous users without degradation in service quality. o Security testing must be performed to ensure data protection and compliance with relevant standards (e.g., OWASP Top Ten). E. Post-Launch Support and Maintenance o Contractor shall provide a support plan that includes: ▪ Regular maintenance schedules. ▪ Updates for system enhancements and security patches. ▪ Helpdesk support for troubleshooting and resolution of user issues. o Contractor shall provide comprehensive training to designated City personnel/endusers on the use of the vehicle valuation solution. o Contractor shall ensure that all updates are communicated to relevant City personnel in a timely manner. F. Compliance and Standards o The solution must comply with all applicable federal, state, and local laws and regulations. o Adherence to industry standards for data security such as ISO 27001 and NIST guidelines are mandatory.
