1. Introduction The Central Ohio Transit Authority (COTA) is seeking proposals to procure up to at least ten (10) Mainstream Paratransit service vehicles. The total contract amount shall not exceed $2.5 million. The selected vendor will provide vehicles that meet the outlined specifications, including accessibility, technology integration, safety features, and compliance with applicable regulations. 2. Vehicle Requirements 2.1 General Specifications Each vehicle must meet the following criteria: • Accessibility: Must include a lift or ramp with curbside access. It can be powered on manually operated. Needs to have a 1000lb capacity • Technology & Equipment: Vendor must install specified technology and equipment as provided by COTA. See section 2.2. • Graphics & Branding: The agency requires that vehicles include the necessary paint, decals, and graphics. See COTA Brand Guide P. 16 • Driver Protection: Must be equipped with a driver barrier. • Exterior Features: Vehicles must have exterior running boards for easy entry and exit. • GPS: A GPS is optional be installed. • Batteries: Each vehicle must be equipped with at least two (2) batteries. • Passenger Capacity: Must accommodate at least three (3) wheelchairs with space for at least two (2) accompanying passengers for at least six (6) minimum. • Axle Configuration: Can be single or dual axle. • Engine Type: Vehicles must be gasoline-powered. • Entry Step Height: The first access step must not exceed 13 inches. • Service Life: Each vehicle must have a minimum service life of at least five (5) years or 150,000 miles. • Climate Control: Must include auxiliary heating and air conditioning in the passenger area. • Onboard Equipment Storage: The front driver seat or front area must be reserved for onboard equipment and must include a secure storage box. • LED Lighting: Adequate interior LED lighting for passenger visibility and safety. • Exterior LED lighting for enhanced visibility, including step lighting, entryway lighting, and additional safety lighting as needed.
