Specifications include, but are not limited to:The Ohio Department of Medicaid (ODM) releases this Request for Proposals (RFP) for the purpose of obtaining a supplier to develop and conduct a Pharmacy Cost of Dispensing Survey (Survey) to study the cost to pharmacies of dispensing prescriptions to Ohio Medicaid recipients. ODM is seeking a supplier who has experience and expertise in cost analysis, statistical analysis, report generation and analysis, and is able to prepare and administer the survey tool to be completed by each pharmacy. All proposals must clearly demonstrate the supplier’s capability of conducting the Survey and using acceptable survey and evaluation methodologies as described in this RFP. Information obtained from this project provides data for ensuring better accountability and stewardship of public resources. ODM has included a Minority Business Enterprise (MBE) subcontracting component requiring suppliers to seek and set-aside at least 20% of the cost of the work under this RFP for qualified Ohio MBE businesses. The selected supplier will perform pharmacy cost of dispensing Survey functions on behalf of ODM in compliance with ORC § 5164.752. The supplier must, at minimum: A. Conduct a Pharmacy Cost of Dispensing Survey in conformance with the requirements set forth in ORC § 5164.752 and 42 CFR 447.500 §§ through 447.518, as amended or superseded, as follows: 1. Calculate the cost of dispensing, including operational and direct prescription expenses, professional services and personnel costs, and usual and customary overhead expenses of the pharmacies surveyed; 2. Propose a new professional dispensing fee structure for non-compounded and compounded drugs, including sterile compounds; and 3. Submit the final report to ODM. B. Integrate professional dispensing fee methodology as follows: 1. Model budget impact of dispensing fee proposal; 2. Perform analysis to show that recipient access to pharmacy services will not be negatively impacted by a dispensing fee methodology change; 3. Assist ODM with SPA submission; and 4. Assist ODM with answers to questions from CMS during the SPA approval process.
