Specifications include, but are not limited to:The ODPS/OBMV is soliciting a Request for Information (RFI) for a secure printing solution encompassing both pre-printed secure paper stock and compatible printers to be used to print Ohio certificates of title in county Clerk offices. 1.3.1 Title Stock Document/Paper requirements. 1.3.1.1 The paper dimensions should be eight and one half inches wide by eleven inches long (8 ½” X 11”). 1.3.1.2 The paper should be laser printer supported/capable, both from a mechanical as well as cartridge/ink perspective (thickness and overall paper construction, receptive to standard inks/laser printer cartridges). 1.3.1.3 Paper will contain pre-printed information on front and back sides as defined by the OBMV. 1.3.1.3.1 Pre-Printed information on the paper may be revised periodically. The vendor should be able to accommodate requested changes. 1.3.1.3.2 Backside of the paper should be pre-printed with 2 different background colors to help identify different sections easily by the users. The use of color in this manner should not compromise any security features. 1.3.1.4 The paper should contain fraud prevention security features. Security features should be able to protect paper from scenarios including (but not limited to): 1.3.1.4.1 Alteration/Modification (using chemicals, inks, and fade/heat resistance) of paper or information pre-printed or printed as part of the title issuance process. 1.3.1.4.2 Unauthorized duplication of paper by copying. 1.3.1.4.3 Unauthorized duplication of paper by scanning. 1.3.1.4.4 Unauthorized duplication of paper by scanning and printing. 1.3.1.4.5 Falsifying title document by printing title document on regular paper. 1.3.1.4.6 Ability to track/identify paper. 1.3.1.5 Paper should contain security features which enable the identification of, and differentiation between, other similar quality paper printed using regular laser printers, including (but not limited to): 1.3.1.5.1 Paper should be identifiable manually without any special equipment (manually identifiable security features should be there). 1.3.1.5.2 Paper should incorporate special identification procedures (chemically and photoreactive, etc.). 1.3.1.6 The paper should have overt and covert security features to protect it from any kind of alteration/falsifying of the document. Provide the following information for all suggested features: 1.3.1.6.1 Name of the feature. 1.3.1.6.2 Purpose of the feature. 1.3.1.6.3 Detailed description of the feature, including link to the online details and/or any other supporting documentation. 1.3.1.6.4 Example/scenario in which the feature will be used (provides protection against what threat or risk). 1.3.1.6.5 Effectiveness/reliability of the feature. 1.3.1.6.6 Known limitations of the feature (does not work in any specific circumstances/scenarios). 1.3.1.6.7 Any known alternative and/or complementary features. 1.3.1.6.8 Cost-effectiveness of the proposed feature. 1.3.1.6.9 References to relevant government guidelines and recommendations addressed by the feature. 1.3.1.6.10 History/timeline of the feature (Is it fairly new technology, or is it a robust and time proven feature, or is it widely used in title stocks across other states).
