Specifications include, but are not limited to:The goal of building both a tax and benefits system, is to create synergies and simplifications that will reflect back into efficiencies in business processes with a new System containing additional capabilities to monitor claimant compliance, pay accurate and timely benefits, establish employer accounts, process quarterly reports and payments, and the capacity to more quickly implement federal and state changes to the program. ODJFS is interested in using Software as a Service (SaaS) model which is a software licensing and delivery model in which software is licensed on a subscription basis and is centrally hosted. The new system shall utilize a responsive web design to provide a seamless and flexible user experience across a wide range of devices, both desktop and mobile ODJFS expects that the New System at a minimum will include all of the following tax-related functions: • Employer Registration; • Rate Determination; • Quarterly Reporting and Payments; • Employer Maintenance - Staff Options; • Employer Maintenance – Reimbursing; • Employer Self-Service • Proof of Claim – Bankruptcy; • Employer Compliance - Field Audit; • Employer Compliance – Liability Assignments; • Employer Compliance – Fraud detection; • Tax Appeals; • Common Functions; • Tax Offset Program for UI Tax; • An offline mobile tool that can create and send reports electronically; • An Issue Resolution module that will help UI staff determine eligibility when an application or benefits certification has issues; • A Collections module that will streamline the billing process and leverage functions developed for NGTS for instituting legal actions for collections; • An Audit module that is accessible via desk top and laptop for employer audits that will allow auditors to audit and upload information from the field; • Additional tools (especially data mining) that will help staff detect fraud; • An electronic mailing function to communicate with both claimants and employers; and • A reports engine that will streamline the development and maintenance of reports, make reports readily available to staff, maintain accuracy, including but not limited to annual wages and contribution rates by industry and maximum weekly benefit amounts.
