Specifications include, but are not limited to:A. Staffing. The following categories of personnel will be required to perform the work identified herein. 1. Administrative. Assists project team with project management, operations, organization of tasks, preparation for meetings and completion of contractually-required paperwork. Requires 4 years or more of relevant experience or an associate’s degree and 3 years’ experience. 2. Project Analyst. Conducts analyses of complex regulations, policies and tool pertaining to a given problem Requiring resolution. Assumes lead role in defining the scope of analysis, applicable governance, and ava available options. Directs the collection and integration of information and prepares the approach to be used in conducting analyses. Requires a bachelor’s degree or law degree in related field and 8 years of experience or an associate’s degree with 16 or more years of experience. 3. Project Engineer. Performs analysis and design tasks, prepares specifications and assists in the development of standards. Requires a bachelor’s degree and 8 years of experience. 4. Project Scientist. This position conducts scientific analysis, field testing, and the preparation of analytical documents with very little supervision. Requires a bachelor’s degree and 8 years of experience or an associate’s degree and 10 or more years’ experience. 5. Lead Scientist. This leadership position directs complex projects requiring integration of refined scientific techniques with the outputs of other disciplines, such as engineering and law. Develops and refines new scientific techniques to improve quality. Establishes performance and technical standards. Requires bachelor’s degree in a technical discipline and 16 years of experience or an associate’s degree and 20 or more years’ experience. Advanced degree and/or cortication is preferable. 6. Technical Writer. This position works with project team, writes reports, manuals and other documents; and ensures quality of documents written by others. Reviews grammar, writing style and syntax of documentation. Requires bachelor’s degree and 6 years of professional work experience or an associate’s degree and at least 8 years of professional work experience. 7. Technician. This position enters information into varying databases and systems, collects and documents from various sources as directed; and/or proves logistics and administrative support for activities and meetings. Requires high school diploma and 4 years of professional work experience or an associate's degree and at least 2 years of professional work experience. Contractor’s personnel should demonstrate expertise in the following disciplines: a. Phycology b. Edaphology or agronomy c. Agricultural Sciences and Nutrient Management d. Environmental Sciences e. Aquatic Chemistry and Biology f. Soil Chemistry and Microbiology g. Various Engineering Disciplines h. Hydrogeology i. Ecology A. Request for Technology Solicitation Development. Contractor will develop its proposed Comprehensive Scientific Assessment Process (see below for greater detail). Ohio EPA must approve the structure of the Comprehensive Scientific Assessment proposed by Contractor before it issues its Request for Technologies. Where appropriate, Contractor and Ohio EPA may mutually agree to modify the Comprehensive Scientific Assessment process after the final list of six to ten technologies are provided to Contractor for review. Target dates: May 2020 – August 2020 B. Initial Technology Proposal Submissions Screening: Ohio EPA will establish a “Screening Team” made up of area experts that will draft a request for technologies and then screen the initial technologies down to six to ten proposed innovative technologies. Target dates: June 2020 - December 2020. The Contractor’s role in this part of the process is: 1. Reviewing and commenting on Ohio EPA’s Request for Technologies 2. Reviewing and commenting on Ohio EPA’s screening criteria 3. Reviewing and commenting on Ohio EPA’s preliminary selection evaluation matrix It is critical that the Contractor assist in the development of the Request for Technologies to inform the applicants of the type of information that the Contractor will require from applicants during the Comprehensive Scientific Assessment. Additionally, it is critical for the Contractor to assist in the development of the screening criteria and evaluation matrix so that the selected technologies will be able to provide the Contractor all of information necessary for the Comprehensive Scientific Assessment. Additionally, it is anticipated that applicants may request the Contractor to enter into a non-disclosure agreement to protect confidential business information and therefore, Contractors’ lawful template non-disclosure agreement should be included as an attachment to the request for proposals. C. Assessment and Evaluation: After the “Screening Team” has narrowed down the list of technologies, six to ten technologies will be provided to Contractor for Assessment. The primary goal of this project is to provide the agency with a Comprehensive Scientific Assessment for these technologies that the agency can use to determine whether and how to incorporate these innovative technologies into its HABs strategies. The Contractor will be primarily responsible for both the development of the Comprehensive Scientific Assessment and implementation of the process. Target dates: January 2021 – June 2021. Ohio EPA anticipates that this Comprehensive Scientific Assessment could include, but is not limited to: 1. Conceptual model review 2. Fatal flaw analysis 3. Review of previous implementation of the proposed technologies or similar technologies 4. Evaluation of scalability 5. Information gap evaluation 6. Evaluation of cost: a. Project total b. Per unit of nutrient reduced/removed 7. Feasibility review for large scale demonstration of the technologies 8. Feasibility review for full scale implementation 9. Statement of probability of success
