Specifications include, but are not limited to: 1. Licensure: The contractor shall provide independent living quarters for DYS referred youth. These independent living quarters shall be in compliance with all applicable laws, ordinances, fire safety standards, and current license criteria. The service shall be provided on a 24 hour a day, 365-day per year basis and be licensed by at least one of the following agencies: a. Ohio Department of Job and Family Services b. Ohio Department of Mental Health and Addiction Services c. Ohio Department of Development Disabilities d. Ohio Department of Rehabilitation and Correction, Bureau of Community Sanctions e. Outside State licensure if placed out of Ohio The contractor shall maintain such license and adhere to all of the standards of the license/certification. If the license or certification expires during the term of the contract, the contractor must provide to the Regional Office a copy of the update or renewal before the date of expiration on the old license or certificate, or provide evidence of pending receipt of the required update or renewal. By submitting the Bidder’s Response, the Contractor certifies that all staff that are required to be licensed are appropriately licensed. These licenses and certifications are to be made available for review by the DYS Staff upon request. The residential independent/semiindependent treatment center shall also be in compliance with all applicable laws, ordinances, fire safety standards and current license criteria. The contractor shall notify DYS Central Office, Bureau of Parole any time any license or certification is under investigation by any license or regulatory agency. Such notification shall occur within 24 hours of the contractor receiving notice of the investigation. In accordance with the Prison Rape Elimination Act (PREA), all DYS residential providers must follow all PREA federal laws and standards and maintain PREA compliance when serving DYS youth where applicable. Any PREA violation or non-compliance could immediately terminate the contract if the PREA laws are applicable to the provider. 2. Length of Stay: The length of stay for youth in these placements is up to 120 days. Placements requiring a period greater than 120 days shall have the approval of DYS.
